Because of hard competition between the countries and due to the limited money resources the state structures must intensify their activity in attracting direct foreign investments into the Russian economy. The author describes the world market of capitals, their role in the Russian economy, the statistics of foreign investment in the Moscow and Russian economy as a whole in 2001 - 2002. The investment attractiveness of Moscow industries is also assessed.

Under the deep investment crisis the foreign investment is particularly important, though its effects on a recipient country are quite dissimilar. The authors attempt to determine the Krasnoyarsk territory’s place in the general process of drawing foreign investment in the Russian economy, and the forms and regularity of foreign investment coming in the region, as well as the influence of the foreign sector on the regional economy.

Poor collaboration of enterprises in the regional economic systems under low management centralization is a factor distorting regional markets and degrading the Russian business competitive capacity. The lack of strategic management restrains the growth of regional economies and population living standard, and gives rise to centrifugal trends in the isolated regional markets. Obvious is the necessity of further developing in Russia a methodology of regional market management which should reflect the particularities of the transforming Russian economy and allow for an adequate reaction to rapid and sudden changes.

Finding the ways to intensive investment activities in the regions calls for an analysis of finance markets. Statistics shows that the banks, as an important segment of the modern market infrastructure, play the insufficient part in investing in fixed capital.
