On February 23, 2003 presidents of Belarus, Kazakhstan, Russia, and Ukraine declared the creation of the Common economic space. Despite the failure of conserving the former common economic space there is a hope to establish it today. To succeed the legal acts in all countries concerned are required to eliminate obstacles for horizontal links of cooperation between economic units. This is just a formal aspect of integration as the real integration begins with common investment projects.
