The article treats the interests of the users of assessment results, the history of assessment and the tools, the concept of investment attraction as an economic category, the approaches to construction of investment attraction values. The attempt is undertaken to form procedures of assessing investment attraction of industries (organization) basing on a system of economic indicators interesting for managers, bankers enterprise owners, etc.

The article contains the quality analysis of destruction of research-intensive industries in Russia (individual factors, premises, examples). This objective is pursued by the participants of the competitive world market creating institutional conditions to this end. The investment, used for this purpose, are designated here as pseudo-investments. They play a destructive role while the investors might not be aware of that being just tools in the big competition game. The growing investments, fatal as they are, keep the county in the backward position in science and technology, destroy the high-tech experience acquired, know-how and the trained staff. Such processes present a serious threat to the economical, geopolitical and technological security of Russia.
