Aggravation of situation as to the global energy security is caused by the crises of the global energetic structure on the eve of a new century. The emerging crisis and its early consequences show clearly that a wide international coordinated effort is required to surmount this crisis and provide global energy security. In the current situation this can be attained through coordinated efforts by the exporters and importers, authorities and business.

The lack of efficiency of mechanisms used for regulating the social and economic processes does not foster the strengthening of Russia’ position in the unstable world full of contradictions between countries and regions. The paramount significance is acquired by the skill of distinguishing the long-term qualitative factors of development, not only economic but also social ones. The disregard of the latter would dramatically increase the risk of making wrong economic decisions, including those that concern long-term investments.
