The adoption of expensive innovation technologies in the field of information protection is an especially serious problem. The question of optimization of transition from the traditional system of information protection to the new one, based on innovations, is important in the practical plan.

For the last years much attention in scientific researches and publications is paid to the problems of production modernization with the use of nanotechnologies, meaning the creation of innovation economy in Russia in perspective. In this plan the author tried to show in his research, that it is not enough to modernize the production in order to achieve the big ultimate goal - innovational economy in Russia. The matter should be the combination of current production modernization with the use of breaking technologies, and the creation of new structure of productive potential including basic domestic technology formation in it, as a basis for the expanded reproduction of productive forces of the country at levels V - VI – VII of the technological structure.
