Yuriy YERSHOV. The international energy security and prospects of world energy development for the next 20 - 25 years
It will be a year in November 2011 since the government of Russia has distributed around the large number of countries and international organizations the project of the Convention on international energy security and started a big campaign for presentation of the document. In the developing conditions the degree of the acceptability of the Convention on international energy security by the world community substantially depends on forecasts of world energy development for a long-term outlook that allows to estimate the scale of future threats for global energy security and to detect critical points of such threats.

The general investment reduction that accompanied the initial stage of economic reforms appeared to be so strong, that no region of the country managed to the middle of 1990th to keep the volume of capital investments at a level close to the pre-reform one. Enough a wide circulation has received in this connection The point of view, according to which laws, by which the investment activity was reduced, are universal for all territory of Russia and regional specificity was not so significant to resist the general economic tendency, has been widely spread in this connection. But, nevertheless, the reduction of investment activity that took place that time occurred in various regions differently.

According to the results of meeting on state employment policy held on 1 March, 2011, it was entrusted to the government of Russia to provide coordination of the activity directed at support of small business, including realization of the program of small and medium business support, as well as actions aimed at assistance of self-employment of jobless citizens, at support of small forms of management in village and small forms of innovational business.
