The «Strategy of innovation development of the Russian Federation until 2020» was accepted by the decree of the government of Russia at the end of 2011. The event was expected for a long time. The previous document comparable by significance «Concept of long-term social and economic development of the Russian Federation until 2020» was developed even before the crisis, accepted in August, 2008 and doesn’t, obviously, completely reflects the postcrisis realities. The accepted Concept was not cancelled, but the certain specification of a course, which the country pursues, has ripened. The Strategy is not just another document prepared in the governmental body; this is the reflection of viewpoint on the ways of innovation economy construction in Russia by the executive authority. Whether it is possible to construct innovation economy on the basis of positions of the Strategy? Whether the approaches submitted in the Strategy are adequate to the challenges of this time period? In our opinion - not quite.
