Oleg SUKHAREV. Economic development of the world and Russia: tasks of modernization management
The task of the identification of the basic problems of the world system and Russian economy development is formulated in the article, the interdependence of modernization management tasks, ambiguity and difficulty of modernization of the Russian economy is shown. The author considers that the basic institutes of modern capitalism, the conditions of its modern organization are the generator of the crises. Therefore the institutional correction of these social rules is a natural outcome. Thus the economic science should turn to the fundamental problems of economy and efficiency of used factors of production: capital, labor, knowledge, information.

The fact that the necessary efforts to prepare properly the needed personnel potential are not undertaken in Russia now is especially disturbing. The sphere of the training of bank experts, who will be engaged in complex projects crediting, is especially problematic. Today practically nobody trains them in the country. There are reasons to believe, that one doesn’t know how it is necessary to train these experts, but it won’t be possible to realize the future megaprojects without them.
