The basis of the theory of the economic systems and institutions dysfunction developed by the author in 1999 - 2001 and advanced in the next years are set forth in the article. In this article the author comes back to the initial notions introduced by him, positions of the theory, gives several examples of dysfunctions and proves the necessity of the method of institutional planning as a counteraction to the growth of the number and depth of dysfunctions.
