Emitting dollars, the USA receives real goods and material values for them from all over the world, giving in exchange a small amount of paper. The creation of so favorable system was carried out by the USA practically a half of the 20th century. Economic sanctions against Russia are applied, and they are applied not only the USA and the EU. However there is a strange paradox - the USA torpedoes practically the world economic system which it built very long in its own interests and which it has the greatest benefits from.

The basic institutes of business activity are investigated in the article with the demonstration of the model of a state as a businessman who is carrying out privatization and nationalization in certain periods. The fundamental principles and evaluation criteria of efficiency and management of this «state business» process are developed. The generalized evaluation of specifics of the functioning market of high technologies with restrictive institutes arising on it is separately given.

The methods of the accounting of the time factor based on the existing conception sin with numerous errors of modeling of cash flows in the life cycle of investment project. The isolated-phase method of the accounting of the time factor allows to create a clear model of net profit formation in the investment project, without the attributes of conditional assumptions and coding of the natural events inherent in the method of the present value, and allowing to overcome all the moments of its incompatibility with general economic situations.
