The basic institutes of business activity are investigated in the article with the demonstration of the model of a state as a businessman who is carrying out privatization and nationalization in certain periods. The fundamental principles and evaluation criteria of efficiency and management of this «state business» process are developed. The generalized evaluation of specifics of the functioning market of high technologies with restrictive institutes arising on it is separately given.

Implementation of any large investment project is always connected with risks which are well-known; moreover, today it is already possible to investigate many risks of projects of future sixth technological tenor which will occur in 10 - 15 years. As the presentation of the results of our research will show, there are valid reasons to assume that low efficiency of investment activity in our country is determined to a certain extent by imperfection of tools of investment projects assessment. The inventory of the existing tools of investments assessment has ripened for the purpose of rejection of defective indicators and their replacement with new ones.

There were two significant events in scientific academic life of Russia at the end of September concerning Russian-American and Russian-Chinese relations. The scientific report on the prospects of cooperation of Russia and the USA was delivered by academician S.M. Rogov at the meeting of the Presidium of the Russian Academy of Sciences (RAS). The seminar on the cooperation of the Russian Federation and the People's Republic of China in the oil and gas sphere took place within the Forum "Oil & Gas dialogue" which is traditionally held in IMEMO RAN.
