The federal budget is one of key instruments of state regulation of economy in the conditions of crisis for the purpose of development of favorable conditions for the subsequent transition to the stage of economic growth on the innovative basis. The achievement of the strategic objectives set by the country leaders will in many respects depend on the volume and structure of the planned expenses of the federal budget. For the next three-year period of the prospect of social-economic development of the country, the probability of the transition from the energy raw economy to the innovative one will depend in many respects on the quality of the state budgetary policy.

The authors consider the issues of restructuring of the agro-industrial complex of the country. Much attention is paid to the priority directions of the development of the agro-industrial complex and to the increase of investment activity in this complex.

Oleg SUKHAREV. Institutional conditions of the food independence of Russia

In the article the main institutional blocks allowing to reveal additional still unresolved problems of food security are singled out, relative achievements in the solution of the food problem in Russia are presented generalized, change patterns of the food independence parameters are defined and it is shown that the available suggestions of the change of a stereotypic method of the assessment of the food independence level don't mean a solution.

Some features of the modern crisis of the Russian system of the higher education and what it is possible to do to help the system escape the collapse are considered in the article.

Vadim DASKOVSKIY, Vladimir KISELEV. The conception of the estimation of investment projects by the efficiency of production in them

In this work the authors carry out the search of the answer to the question from the position of just a guess that it is necessary to select projects not by the efficiency of funds for the creation of the productions, but by the production efficiency in compared projects. According to such an approach the estimates of investment projects by the indicators of investments profitability and proceeds profitability taking into account all the complex of the used and spent resources as expenses are considered. When comparing investment projects the special attention is paid to the distinction in the estimates by these two measurements of their efficiency.

Leonid RATHKEEN. Investment in rational reindustrialization and modernization of scientific and educational oil and gas infrastructure: import substitution innovations

In October in Russian capital was organized the series of scientific councils for solving of the problems of development of oil and gas fields. The key problems of development of inner oil and gas branch were discussed at the meeting of Presidium of Russian Academy of Sciences (RAS), plenary and section meetings of Russian technical oil and gas conference for exploring and drilling, Forum «High-tech of XXI century» and National oil and gas week industry week. One of the most interesting speakers is the Director of Institute for oil and gas development of RAS academician of RAS A. N. Dmitrievsky, who presents on the meetings the report about resource and innovative strategy of development of Russian economy.
