The problem of coupling of the world of systems and the world of projects is considered in the article. The world of systems is considered from the positions of the theory of systems. Special attention is paid to the social systems developing and realizing projects. The existence of the law of perfection of systems which relates only to natural systems is proved. The transition from realization of the sets of projects to the projects of systems is proved by the example of the Far East. The need of transfer of the systems of projects control to the level of the federal districts of Russia is shown.
