Oleg SUKHAREV. Science system: dysfunction of management and its overcoming
The general characteristics of economic systems are investigated in the article. Within the applied institutional analysis the dysfunction of the management of the science system of Russia is considered in the context of the carried-out reforming, inefficient decisions and reform directions, «management failures» and psychoses of the behavior model of the main agents of the system are revealed in order to develop decisions on eliminating and overcoming dysfunctions of the science system. The proposals are formed which according to the theoretical propositions developed by the author are to correct the decreasing potential of functioning of the science system of Russia.
Andrey IVANOV. The contracts regulating building activity: their place and role in the maintenance of stability in the building sphere
The author considers the regulating function of the contracts signed by the participants of the building industry. The mechanism allowing to carry out this function with their help is analyzed.

The main problems getting in the way of the American export of arms and making foreign supplies of military products difficult for Washington are considered. The prospects of the USA in the world market of arms and military technology determined by a number of economic and military-political factors are shown.

Viktor MOSKVIN. Projects management - a disturbing situation
The situation which developed in Russia in the sphere of projects management is considered in the article, three characteristic periods existing over the past 50 years, and the most important factors which had the greatest impact during these periods are singled out. The multipolar system of interests in projects implementation is shown. The change of the requirements for the competence levels happening in time is investigated and socially necessary level of competence is identified.

Annual conference of the Committee of the Association of European business on intellectual property was held in June in Moscow in the representation of the EU in the Russian Federation. Development tendencies, judiciary practice and solutions of the problems of interaction of Russia and the European Union in the sphere of protection of intellectual property were considered at the conference.
