The general characteristics of economic systems are investigated in the article. Within the applied institutional analysis the dysfunction of the management of the science system of Russia is considered in the context of the carried-out reforming, inefficient decisions and reform directions, «management failures» and psychoses of the behavior model of the main agents of the system are revealed in order to develop decisions on eliminating and overcoming dysfunctions of the science system. The proposals are formed which according to the theoretical propositions developed by the author are to correct the decreasing potential of functioning of the science system of Russia.

The article is devoted to the analysis of the position of the USA in the world market of arms and military technology. The main problems getting in the way of the American export of arms and making foreign supplies of military products difficult for Washington are considered. The prospects of the USA in the world market of arms and military technology determined by a number of economic and military-political factors are shown.

A series of conferences, successfully organized and held in the summer in Russia by the Association of European Businesses, promoted not only the development of trade economic relations of Russian and European enterprises, but as well the increase of the level of the protection of intellectual property made by domestic and foreign scientists and businessmen during implementation of joint investment projects. Special attention was paid to the accelerated patent paperwork for scientific industrial innovations which are a catalyst of increase of production volume of import-substituting production.
