The role of the state in economic development of the American economy as well as in the formation of adequate democratic institutes of society is traditionally sufficiently noticeable. Seeking to overcome with the lowest expenses the painful periods of the adaptation of the economy to quickly changing conditions of production according to the advanced technical and technological requirements, the USA had to strengthen the state regulation in different spheres, including the social one. Both traditional and new forms of cooperation of the state and business for the solution of social problems are considered in the article.

The author considers projects as one of the major systems in the world of social systems. The main social system is a person, his live space, the problem of choice and system perception. Special attention is paid to the issues of the understanding of requirements and socialization of systems.

After the imposition of sanctions against Russia by the USA, the EU and some other countries food supply became more difficult. However when forecasting agro-industrial complex the authors concentrate the main attention on the development of agriculture and the food industry which are the complex kernel.

The end of 2015 in scientific life of Russia is marked by a bright series of forums, symposiums and conferences, at plenary and section sessions of which various aspects of stage-by-stage implementation of the International investment megaproject on the development of the Arctic were discussed. Special attention was paid to the activity of domestic and foreign academic institutes and scientific-production enterprises, power holdings and ecological organizations, as well as the interaction of scientists, industrialists and financiers to elaborate optimum plans of the development of the Arctic shelf.
