The research of the investment project as one of three main types of the projects realized by the state is carried out in the work. The decision making process in projects and the factors influencing their quality is considered. Important aspects are distribution of the benefit from project implementation and risks. The main problem of projects implementation in Russia is defined as a problem of personnel potential.

In the last decades under the influence of internal and external factors of development in many developing countries the state sector has been reduced, and the functions of state management by various sectors of national economy have been gradually transferred to business. But at the same time the state reserved the policy of regulation and control of activities of private companies. The state-private partnership aimed at acceleration of social and economic development of the countries of Asia, Africa and Latin America has become a new form of cooperation of the state and business which is actively used in these countries.

The problem of the adequacy of the economic theory when developing the measures of economic policy is investigated as well as the features of the modification of the economic science apparatus by the challenges prepared for it by the changing social reality when one does not manage to identify the law of such change precisely. Possibilities of the monetary theory on the basis of Fischer - Schumpeter's dichotomy to influence the macroeconomic theory and the formation of monetary policy instruments are shown.

Under the patronage of the Ministry of Construction and Housing of the Russian Federation, the Russian Academy of Architecture and Building Sciences, the Russian Union of Industrialists and Entrepreneurs, the Russian Union of Builders, the National Association of Consulting Engineers in Construction, State Corporation for Atomic Energy «Rosatom» and the International Federation of Consulting Engineers (Federation Internationale Des Ingenieurs-Conseils, FIDIC) in the middle of summer in Moscow was organized the International Conference for the scientific basis of organization the Russian system of engineering consulting. On the Forum the Russian and foreign representatives of science and business discussed the actual questions of consolidated development of the market of investment and construction engineering, the introduction of new generation of professional standards and realization of law initiatives.
